My dear Amery,

Commander Basil Taylour, R.N. who is a member of the Carlton Club and who lives at 9, Rosary Gardens, South Kensington, S.W.7, has placed before me certain facts concerning his pay and allowances when he was Harbour, Master + etc. at Hong Kong under the Colonial Office.

There are three cases, the cumulative effect of which is that serious financial loss has been incurred by Cmdr. Taylour.

I have looked into these cases and I have no hesitation in

saying that he is the victim of misunderstanding.

I think you will realise that I would not trouble you with this matter unless I was of opinion that a serious injustice has been done to Commander Taylour, and I should be extremely grateful if you could see him personally and put this matter right.

I am very reluctant to raise a matter of this description in the House of Commons, and as I have been blamed once or twice by His Majesty's Ministers for not first calling their attention to one or two cases before I have brought them up in the House, I thought it was much better to ask if you would very kindly give an interview to Commander Taylour.

Taylour is going to France in about a week's time, and if you can possibly give him an appointment before then, it would be most helpful.

I am so sorry that Lord Milner has indicated that he is not going to continue in office, but when he goes I hope very much that rumour may be true and that you will be offered the great office which you are so eminently fitted to direct.
